Why Know About Ceiling Fan Paddle?

OK so I'm cosplaying Temari from Naruto and I am going to be painting the cosplay fan because I can't afford to pay 70$ for it. So I need to know what type of paint would be safe to use on a large decorative fan from Japan. It will be made of paper, and one more thing is how many inches in length and width would you say her fan was?

Its been several years since i watched naruto but i believe Temari's fan came up to around her chest/collar bone area when she had it (folded) propped up infront of herself (She was 5'1 in the beginning of the series and 5'4 later).
Getting the fan's height to look right, i would think you'd want it to measure up to YOURSELF rather then figure out how tall hers was. D:
