Do I have to have all heaters working in my apt?
I am living in an apartment in California. I know that the owners have to provide heat by law or I don't have to pay the rent. I have a heater in the living room which doesn't heat my bedroom. I have an electric baseboard heater in the bedroom. A few weeks ago the baseboard heater shorted out and the fire department had to come out and red tag it. We were told we would have a new heater right away. It was only the maintenance guy who said we would get a new one. So far it has been 3+ weeks and no word of a new heater. Do we have a right to not pay rent until that is fixed, or do they consider the living room heater enough heat?
Also, I has a toilet flood from a blocked sewage line, and they wouldn't pay for carpet cleaning. I have a toilet seat that is falling off and i bought the last one. I have no screen on my balcony door and my kitchen is in bad shape. Hmm? Ya think at this point they should do something?
There only has to be one working heat source.
As long as one in the house works the landlord is in the clear.
